1 New York Plaza
This immense plaza is a raised terrace encircling the majority of this full-block office building bounded by Water, Broad, South, and Whitehall Streets. The most usable portions are on Water Street, where ledges attached to several elliptical planters interrupt the steps and provide seating, and on South Street, where one long planter offers a sittable ledge and a pleasant view of the landmarked Battery Maritime building. Defined by rectangular black columns, the arcade fronts most of the plaza other than the South Street side.

I was harassed at the outdoor POPS at 1 New York Plaza. This incident occurred at One New York Plaza in Lower Manhattan. I am a licensed NYC sightseeing guide. I was at the outdoor plaza of the building, near the sittable ledge on the uptown side, and nowhere near the entrance doors, giving a tour for five people, when a security guard harassed me and told me I wasn’t permitted to give a tour there. We were the only people there. The group was simply sitting on the ledge while I talked to them. I calmly told the security guard that this was a public access space and I was only spending 15 minutes when he lashed out at me in front of my group and told me to leave his space immediately. I have been giving tours there for nine years, and no one has ever complained or asked me to leave. Building security should know the rules, but he wouldn’t listen to reason. I would like to file a formal complaint with the Department of Buildings and have this issue rectified so that I can continue to spend a few minutes of my tour at this plaza.
We are sorry to hear about this interaction. You can file a complaint through the City’s 311 portal. The difficulty is that an inspector from the Department of Buildings would have to see the interaction to find a violation. Jerold Kayden
