Pay rent for “security privatization” of POPS and public sidewalks, argues urban planner.

In a CityLand article, Yale professor and urban planner Alex Garvin criticizes the reduction of privately owned public space and public sidewalks resulting from installation by building owners of such “security” features as planters and bollards.  Garvin’s solution: let owners pay rent to the City for the land they are appropriating for such features.
