Due to conditions beyond my ability to understand, this completely uninviting space is also one of the windiest spots in the city. Regardless of season or time of day, the wind is always blowing force 4 or above - making it is all but impossible to stand there in the winter

I saw a holiday pop-up vendor tables in the eastern corridor. Is that allowed? And it is true about the bar in the northern leg. It feels like it is a private space and not open to the public. They must have deep pockets.

Dear Jerold Kayden, how can they get away with having a POPS closed for over 10 years? How can we move the complaints up to a higher level to get this POPS open? Please let us know. Thanks, Karen

The gates for the north and south plazas at the 1000 10th Ave POPS were closed and padlocked at 4:17 PM on 9/25/2019. According to the posted sign (and this website, and NYC Planning's site), it should be open from 8 AM sunset. The gates were also closed yesterday, 9/24, at approximately 3:20 PM. Over the past year, I have never seen the south plaza opened, but lately the north plaza has been locked at least half of the time that I walk by it. Filed a 311 complaint on 9/25.

Terry Towery on 125 Broad Street | 2 New York Plaza:
Photography is not a crime: On Sept 4, 2019 at approx 9 am I was prevented from photographing in a POPS @ 125 Broad st. A security chief with a large scar on his forehead told me I could not photograph in the POPS. He threatened to call the police and I wasn’t ready to to Rikers today. I would like to make a formal complaint that they are prohibiting photography.

Space has been closed to the public for many many months. The building claims that it is due to work being done in or near the Plaza. Proposed reform: there should be a posted notice of approval to close the space (with an expiration date) from the Department of Buildings any time a privately owned Public space is closed due to such permission.
