We invite you to participate  in the creation of knowledge designed to secure greater public use of New York City’s 525 or so POPS, those zoning-created plazas, arcades, and other outdoor and indoor privately owned public spaces. Some improvements could be made to make it much better, mainly with fixing the broken lighting and adding additional seating in the plaza. For this place to really be as nice as some of the other POPS it needs moveable seating and a small pact of grass in the center, it would really give it a more park like feel and appeal to far more people. If there was a way to not have the illuminated sign for the apartment building it would also make the space look more natural. These improvements would substantially improve on what is already preexisting and create a truly wonderful space for everyone to enjoy.
APOPS on 489 Fifth Avenue:
Where is the arcade? This needs to be explored further.
APOPS on 950 Third Avenue:
There appears to be an obstruction in the northern end of the plaza on Third Avenue. This needs to be explored further.

This POPS is closed due to construction at the adjacent building.

8 Spruce Street still looks the same as in the picture above. but a short distance away, the same building has closed off William Street between Beekman and Spruce with fencing and call it their "driveway". Is this also a Pops? Where can I find out about the loss of William Street? The attached picture is from Google Streetsview

Thanks for you comment. Can you please upload a photo of the two permanent structures on 71st Street? As for the space to the west, our planning and legal analysis conducted before publication of our book, as you can see from the site plan and written profile, did not allow us to conclude that the space to the west of the building was legally a privately owned public space.
